ABOUT NORTHUMBERLAND PUBLIC LIBRARY
The Library was the creation of a dedicated trio of ladies from the Northumberland Junior Woman’s Club. They took on the project because they saw the need for a public library in the county. Chris Cogsdale, Kay Shirley and Patsy Basye started the process in January 1969. It was not an easy road to begin with but the Club never gave up their enthusiasm and plowed through all the tasks to bring their dream to reality.
This Northumberland County Public Library Policy Manual has been prepared in general accordance with the following two documents: Virginia Public Library Trustee Handbook, Revised Edition 1999 published by The Library of Virginia, Richmond, Virginia and Planning for Library Excellence, Standards and Guidelines for Virginia Public Libraries, 2000, Compiled by Nelson Worley, The Library of Virginia, Richmond, Virginia

The purpose of the Northumberland Library is to provide library materials, services, programs and facilities to the diverse groups it serves. The purposes of the library are exclusively educational and charitable.
LONG RANGE PLAN
The purpose of this Long Range Plan is to provide a framework for the executive-level management and decision-making of the library. It sets general priorities and direction for the Director and the Board of Trustees and identifies the major annual activities to be achieved. The Plan is to be updated annually.
